No it is not illegal for a instructor or college to work with a contract with a textbook company. Is it ethical to charge students so much, that is the question

no, being that teachers are generally the writers of those textbooks... and usually it's the school disctrict who has the final say in what textbooks will be used for each class.

in our state and in others the new wave of behavior has the teachers reaching into their owm poor... pockets to purchase paper and other supplies which sometimes are many and different.
As long as they do not get rich off the backs of their student's or their students parents
