Is it illegal to use textbook images in class handouts?

One of my classes uses textbook images in its presentations but removes the images before posting the presentations for students to download. No other class I've ever had has done this, so is it actually illegal to post presentations with textbook images? (FYI: The sole reason we'd ever download the files is for educational value.)Is it illegal to use textbook images in class handouts?
Laws may vary slightly by state, but my understanding is that you may use copyrighted material for educational purposes within limits. One time use is appropriate, recurring uses will require author's permission. Is it illegal to use textbook images in class handouts?
Possible. I suppose it would depend on the textbook and the legal stuff printed inside it.

Most likely the pictures in this class being left out might have to do with download time and file size. The teacher might be lazy or paranoid. Who knows.
