I need to make a structure out of paper and tape that supports a textbook (approx. 3lbs) horizontally about 2 inches away from the side of the table and at or above the height of the table. No touching the floor or taping on the book--the book has to be able to rest on the structure. I also need to try to minimize paper and tape used, so simply plopping the book on a stack of paper isn't an option.

This is a very interesting project.
Try forming the paper into a tube, overlap the ends of the paper some and tape both sides. Be sure the paper does not have any creases in it. Set the tube upright (like a drinking glass) on a flat smooth table. Then, very gently, set the book down flat on the top of the tube.
A circle is a very effective shape at distributing stress uniformly.
You can experiment with using one tube of different diameters (how small a diameter can you use?). You could also experiment using different numbers of tubes. Can 3 small tubes support more weight than one large tube? Will a dozen tiny tubes support more weight than 3 medium sized tubes.

try setting up a try pod with a base or foundation a trypod on a foundation would work well also try cutting the paper and folding the paper and taping the paper together not only will you use less paper it will make the paper thicker and durable.
